TNRM (trap, neuter, return, monitor), led nationally by Alley Cat Allies of Washington, DC, has proven enormously successful all over the country since it started nearly 20 years ago. TNRM costs less to implement than the traditional approach of trapping, holding for the legally mandated period, and then euthanizing.
